SUMMARY DESCRIPTION OF PROJECT
Viva White Oak, located on the eastern side of Montgomery County, MD, at the gate of the Food and Drug Administration (FDA) Headquarters, will transform a former sand, gravel and recycling facility into A Vibrant New Health District that will not only be an engine of economic development for an underserved portion of the County, but will embody in its master plan the concepts of Healthy Living and Sustainability.
Called Maryland’s “Silicon Valley” of Health Care, the FDA campus and the adjacent Washington Adventist Hospital are an enormous concentration of health care education and research facilities. Viva White Oak leverages these assets, amplifying their contribution to the county’s economy as well as offering a new model for a health district that is a counterproposal to the traditional introverted, single-use suburban campus. A walkable, compact mixed-use district with the vibrancy of uses and animated public realm of a traditional town, Viva White Oak will provide new uses that complement the FDA campus and a quality of life that will attract the best and brightest in the field.
Viva White Oak incorporates Healthy Living concepts into its very conception. This begins with a mixed-use program of live, shop, work, learn and play which specifically includes: academic, research and development health facilities, office, residential, conference center/lodging, retail, restaurant, entertainment and civic uses, as well as active and passive parks and natural features. When fully built out, Viva White Oak will provide over 15,000 new and temporary jobs and a fiscal benefit to the county of 1.3 billion dollars. The Master Plan organizes the uses in a series of compact, walkable neighborhoods which flank a central Village Center. Eastern and western neighborhoods provide the bulk of the residential uses in a variety of types, tenures and characters while the Academic Campus creates a gateway and transition to the FDA on the south.
A second key Healthy Living concept is found in a robust multi-modal transportation system whose organizing feature is a central boulevard with a planned new BRT line. Pedestrian-friendly residential streets in traditional urban blocks and a system of parks and trails that link with the county system in the adjacent Paint Branch Park, together with the compact development, encourages multiple modes of transportation, especially walking. Neighborhoods are organized around public open spaces in a variety of scales and types which will be the focus of communal activity, helping to define community and foster social activity.
